Why is the RRI needed?

Mass displacement across the globe continues to grow unabated. A form of refugee policy index that systematically collects data and evaluates country responses related to the legal and material status of refugees has been consistently identified as a pressing need by key actors.

Only a tool of this kind will allow for determining fair shares of responsibility and foster genuine cooperation and cross-learning, after the recent 2018 adoption of the Global Compact on Refugees.

By compiling, systematizing and providing access to key data on all dimensions of the refugee response, the RRI will:

  • Encourage positive state behaviour based on independent, neutral and
    comparable assessments that local stakeholders can use;
  • Strengthen alliances and networks of local, regional and international
    actors, and contribute to consensus building;
  • Promote debate and dialogue, and improve understanding and awareness;
  • Galvanize and develop capacity for systematic data collection on refugee response.

As an analytical, communication, and collaborative tool, the RRI has the
potential to support refugee-related decision making and response at
global, regional and national levels.
